The Local Government Unit of General Santos City, through the CY 2009 ANNUAL BUDGET intends to apply the sum of One Million  Thirty Five Thousand Pesos Only (P 1,035,000.00) being the Approved Budget for the Contract (ABC) to payments under contract for the PURCHASE OF VARIOUS GUNS. Bids received in excess of the ABC shall be automatically rejected at Bid Opening.

The Local Government Unit of General Santos City now invites Bids from eligible Bidders for the PURCHASE OF VARIOUS GUNS. Delivery of the GOODS is required by 15 calendar days. The description of an eligible Bidder is contained in Section II of the Bidding Documents, ITB.

Bidding will be conducted through open competitive bidding procedures  using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted to  Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). Only Bids from Bidders who pass the eligibility check will be opened. The process for the eligibility check is described in Section II of the Bidding Documents, ITB. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsive of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.

A complete set of Bidding Documents may be purchased by Bidders form the address below on/or before November 02, 2009 and upon payment of a nonrefundable fee of P500.00 to the City Treasurer’s Office. The Bidding Documents shall be received personally by the bidder or his authorized representative.

The Local Government Unit of General Santos City will hold a Pre-Bid Conference open to all interested on October 22, 2009,  2:00 o’clock in the afternoon at the BAC Office, 2^nd Floor, right Wing, City Hall building, General Santos City

Bids and eligibility requirements must be delivered to the address below on or before 2:00 PM of November 03, 2009. All Bids must be accompanied by a Bid security in the form of Cash, Certified Check, Cashier’s Check, Manager’s Check, bank draft or irrevocable letter of credit equivalent to One Percent (1%) of ABC P10,350.00 or Bank Guarantee equivalent to One and a half Percent (1 ½ %) of ABC P15,525.00.  Late Bids shall not be accepted. 

Bid opening shall be on 2:00 PM of November 03, 2009 at the BAC Office, 2^nd Floor, Right Wing, City Hall Building, General Santos City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below.

The Local Government Unit of General Santos City reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
