1.3 Project Description
The poverty Based Agenda-People Empowerment is a local initiative strategy to reduce poverty, a modified DSWD-CIDSS concept. It will be implemented in selected barangays. Bawing was selected as a pilot barangay as a result of the survey conducted.
Based on the prevalence indicators and orientation on the project’s mechanics and objectives were undertaken involving stakeholders. The workshop was conducted on June 10-11, 2008 has identified possible interventions based on the poverty indicators. People who are affected must understand their priority needs hence, it is vital that they will validate the observations, experiences and recommendations shared during the first workshop. It is by understanding of the problems, its implications people affected become aware of, thus getting to participate and cooperate in this endeavour.

1.5 Project Beneficiaries
Target beneficiaries based on the result of the survey:
- Sick children (0-5 years old)
- Malnourished children (0-5 years old)
- Mothers with closely spaced pregnancies
- Households without sanitary toilets
- Households without potable source of water
- Informal dwellers
- Families with poverty housing
- Families victimized by crime
- Families with income within food threshold
- Individual without source of income
- Out of school youth ages 12-17 and 6-11 years

1.7 Project Implementation Period:
Calendar Year 2010 (Upon approval of the Resolution of the Special Committee for the NGO/PO Partnership. Project-related expenses incurred by the NGO/PO should already be considered part of the project budget)
2. PROJECT BACKGROUND:
General Santos City as a first class city, is not exempted from pockets of poverty in every barangay in the city however, situation varies from one barangay to another. The project builds on what have been started in the Poverty-Based Agenda- People Empowerment for Transformation Program of the LGU, a locally initiated project spearheaded by the Social Welfare & Development Office. As a strategy to alleviate poverty, it uses social indicators in addressing prevalent problems.
3. PROJECT RATIONALE:
As a result of the analysis of baseline information gathered through Poverty Based Information System conducted by the LGU, the target barangay was identified. The thirteen (13) indicators will be used as its basis for addressing the poverty alleviation programs through community participation in validating the results, prioritizing community needs, identifying appropriate and feasible intervention and implementing the strategies to address the needs. This method will instill participatory decision making approach to people involved to develop the spirit of ownership as stakeholders. Indeed, will contribute to the sustainability of the program.
4. PROJECTOBJECTIVES:
4.1 General Objectives: To contribute to the reduction of poverty incidence in General Santos City by 10% by 2015.
4.2 Specific Objectives:
This project will have accomplished the following specific objectives:
- To be able to orient about 50 multi-sectoral stakeholders from the initial project sites (Purok Badjao C and Purok Chiangco 2-B.
- Able to validate initial findings on the poverty situation on the project sites based on the 13 poverty indicators
- Prioritized the purok poverty indicators
- Organized purok Sub-Project Management Teams
- Drafted 10 Sub Project Proposals

6. TECHNICAL ASPECTS:
Technical assistance will be provided by the CSWDO through its NGO-Desk on a periodic basis in coordination with the partner NGO.
7. FINANCIAL ASPECTS:
Fifty multi-sectoral stakeholders shall be involved in the capability building and be oriented about the project. Two Puroks in Barangay Bawing (Purok Badjao C and Purok Changco 2-B), initial findings shall be validated and problems/ needs be prioritized. Ten Project Management Teams shall be organized into 10 Sub-Projects to draft proposals correspond to the identified needs/problems according to prioritization.

8. ECONOMIC BENEFITS:
The project has impact to the attainment of the national millennium development goals in poverty alleviation program. It aims to reduce the incidence of the 13 indicators utilized as a tool to determine economic and social development in particular communities targeted for PBA’s PET in Barangay Bawing.
9. OPERATIONAL SCHEME:
Implementation of the project is a joint undertaking of the LGU through the City Social Welfare & Development Office and the COMDEV, NGO partner. This is a partnership endeavour where both parties will complement and supplement each other in achieving the objectives. A Project Management Team will be organized to spearhead the implementation of the project at the Barangay level based on identified and prioritized needs. Agencies operating within the area will assist in the implementation of community project according to their respective mandates. The project has to be closely monitored by the social worker and will convene the different project partners regularly for the purpose of assessment to prevent gaps in the implementation.
10. ENVIRONMENT ASPECTS:
Effect on environment is either direct or indirect depending on the identified poverty indicators prevalence in the community.
11. MONITORING SCHEME AND INDICATORS:
Monitoring will be based on the accomplishment of the specific objectives of the capability building. Monitoring tool formulated by the partner NGO will be utilized as a guide in tracking the progress of the project and assessing its level of accomplishment. Using the 13 indicators and initial findings the monitoring team will administer to get results.
