1.0. Project Profile

1.1 Project Title

Social Services for the Welfare and Development of Indigent Abandoned and Neglected

Elderly Citizens.

1.3 Project Description

General Santos City, like any highly urbanized city is confronted with the challenges of addressing the issue of taking care of its elderly constituents who are left unattended by their families. Consequently, these people are roaming around the city streets exposed to the elements threatening their own safety and well-being.

For humanitarian reasons and as part of the City’s moral obligation, a project is conceptualized to encourage Non Government Organizations (NGO’s) to provide Residential Care and Home life Services to the Indigent Abandoned, Neglected Elderly.

1.4 Project Location

Any NGO run residential facility located within the territorial jurisdiction of General Santos City.

1.5 Project Beneficiaries

25 Indigent, Abandoned/Neglected elderly aged 60 years old and above.

1.6 Project Proponent / implementing Agency

Any DSWD Licensed / or / Accredited NGO run facility with services for the elderly and equipped with facilities that will provide the above clientele with Safe Home life and recreational Services under the supervision of at least one/ licensed social worker and other support staff.

1.7 Project Cost

P176,000.00 LGU Funds. Other Support requirements shall be the full responsibility of the partner NGO.

1.8 Project Implementation Period

Calendar Year 2010 (Upon approval of the Resolution of the Special Committee for the NGO/PO Partnership. Project-related expenses incurred by the NGO/PO should already be considered part of the project budget)

2.0. Project Background

The City Social Welfare and Development Office, mandated under the Local government code to provide basic services to the marginalized sector of the city including but not limited to the senior citizens deemed it cost effective to collaborate/with willing and professionally equipped NGO partners in attending to the needs of Indigent, Abandoned Neglected elderly aged 60 years old and above.

The NGO partner be selected on the basis of its technical expertise to care for the elderly and provide physical, spiritual and psycho-social and other support programs. They should have adequate facilities to be able to deliver its intended services.

3.0. Project Rationale

General Santos City is known to be one of the fastest growing cities. It attracts not only the businessmen, professionals but even the sick and desperate people. There are also residents who in the midst of their poverty are unable to care for their elderly members. In spite of its seemingly progressive situation, General Santos City is also confronted with the challenges of urban life just like any highly urbanized city. There has been an increasing number of indigent, abandoned, neglected and senior citizens due to economic difficulties faced by families.

The aged suffer from problems associated with physical incapacity, confusion, ailments, insecurities and death. They are caught in a situation of hopelessness and despair. It is in this light that a joint undertaking with a component NGO partner is essential.

4.0. Project Objectives

4.1 General

By the end of Dec 2010, the 25 indigent, abandoned, neglected elderly shall be provided with integrated services for their care shelter and protection.

4.2 Specific

The project aims to serve a maximum of 25 elderly through;

4.2.3. Physical Restoration and Therapeutic Services

6.0. Technical Aspect

Technical Assistance will be given by the City Social Welfare and Development Office on a periodic basis through its designated NGO/Desk. Teaching and couching are means of technical supervision.

7.0. Financial Aspect

The 25 elderly clients shall be provided with the comprehensive services mentioned above on a per capita cost per person per month basis. The LGU shall provide the NGO P1,005.71 per elderly month for 7 months for a total fund requirements of P176,000.00. The NGO shall provide an equity of 20% as counterpart to the project and shoulder other support services to maintain operation.

8.0. Economic Benefits

The City’s environment will be free of unattended elderlies roaming around the streets therefore projecting a favorable environment for business. More investors will be attracted to invest in the city at the same time we are assured that our less privileged elderly are justly and humanely attended.

9.0. Operational Scheme

The over-all supervision and running of the affairs of the institution is the duty and accountability of the administrator. The board of trustees shall evaluate the project management based on the reports of the administrator.

The NGO social worker is responsible in carrying out the over-all program and services of the center. He/She plans, organizes and implements system of case management for each client including admission and discharge. A case record with progress notes of each case will be maintained and made available during case conferences and consultation.

The houseparent is the person in charge and responsible in the home. He/She is primarily responsible for the implementation of the Residential Care and Home life services.

10. Environmental Aspects

In order to ensure safety and convenience of the elderly, the center should employ proper health and sanitation measures including but not limited to waste segregation. This includes accessability features of its facilities.

11. Monitoring Scheme

The NGO partner shall prepare and submit an annual accomplishment and financial report to the City Social Welfare and Development Office.

The City Social Welfare and Development Office through its NGO Desk shall conduct monitoring of cases in the center including review of case folders. The City Planning and Development Office shall conduct an annual evaluation of the project while the City Internal Audit Services office shall review the annual financial report of the agency.
