| The City is being run through its 22 departments. These
offices have specialized functions as mandated by the Local
Government Code of 1991 to deliver services to the constituents
of the city. There are 14, which are classified as support
services, and 8 as frontline services. Of these offices, 18
are mandatory while 4 were created by local legislation to
improve service delivery.
City Mayor's Office
The Office of the City Mayor is headed by the Chief Executive
who exercises general supervision and control over all programs,
projects, services, and activities of the city government.
It enforces all laws and ordinances relative to governance
and in the exercise of the appropriate corporate powers
provided for under Section 22 of the Local Government Code
(LGC) of 1991. It implements all approved policies, programs,
projects, services and activities of the city. It initiates
and maximizes the generation of resources and revenues for
the implementation of development plans, program objectives
and priorities. As provided for under Section 18 of the
Code with emphasis on resources and revenues programmed
for agro-industrial development and countryside growth and
progress should be given. This ensures the delivery of basic
services and the provision of adequate facilities per Section
17 of the LGC.
Sangguniang Panlungsod
The Sangguniang Panlungsod is the legislative body of
the city, which passes ordinances and resolutions for efficient
and effective city governance. Under Section 18 of the LGC,
it has the power to create or generate resources through
taxation, levy, etc. It applies resources generated through
appropriations. For the general welfare, the SP regulates
businesses, land uses, and other utilities and services
within the city.
Human Resources Management and Development Office
The Office of the Human Resources and Development Officer
conceptualizes, develops, coordinates, and implements policies,
plans, programs and projects for sound personnel administration
and comprehensive human resource development. It is directly
responsible in the recruitment and selection, training and
development, record maintenance, and benefit and welfare
of the city employees. Among its functions is the establishment
and maintenance of a sound personnel program to promote
career development and uphold the merit principle in the
local government services. It is also tasked to conduct
a continuing organizational development with the end in
view of instituting effective administrative reforms.
City Planning and Development Office
The Office of the City Planning and Development Coordinator
received its mandates from Section 476 of the LGC. It formulates
and integrates economic, social, physical and other development
plans and policies for consideration of the City Development
Council. It conducts continuing studies, researches, and
training programs necessary to evolve plans and programs
for implementation. It integrates and coordinates all sectoral
plans and studies undertaken by the different functional
groups or agencies. Likewise, it monitors and evaluates
the implementation of the different city development programs,
projects, and activities in accordance with the approved
development plan. Its functions include analysis of the
income and expenditure patterns, formulation and recommendation
of fiscal plans and policies for consideration of the Local
Finance Committee as provided under Title Five, Book ll
of the Local Government Code of 1991. Finally it promotes
people participation in development planning within the
city and exercises supervision and control over the secretariat
of the City Development Council. In addition, local legislation
has mandated the office to administer the Zoning Ordinance
and regulate land uses. It also serves as technical arm
of the Sangguniang Panlungsod in the accreditation of NGOs/POs/PAs.
Local Civil Registrar's Office
The main task of the Office of the Local Civil Registrar
is the registration of births, deaths and changes in the
civil status of persons occurring in the city. It also develops
plans and strategies, which have to do with civil registry
programs and projects as provided for under the 1991 LGC.
Moreover, it coordinates with the National Statistics Office
in conducting educational campaigns for vital registration
and assists in the preparation of demographic and other
statistics for the city.
City Budget Office
The Office of the City Budget Officer prepares the Annual
Executive Budget for consideration of the CDC and the SP.
It studies and evaluates budgetary implications of proposed
legislation and submits comments and recommendations thereon.
It is responsible in the submission of periodic budgetary
reports to the Development of Budget and Management. It
coordinates with the treasurer, accountant, and the planning
and development coordinator for the purpose of planning
and budgeting and assists the Sangguniang Panlungsod in
reviewing the proposed budget.
City Accountant's Office
The Office of the City Accountant install and maintain
an internal audit system in the city local government. It
prepares and submits financial statement to the Mayor and
the Sangguniang Panlungsod and apprises the latter and local
government officials on the financial condition and operations
of the city. It also certifies to the availability of budgetary
allotment to which expenditures and obligations may be properly
charge and reviews supporting documents as to completeness
of requirements before vouchers can be processed for payment.
It prepares statements of cash advances, liquidation, salaries,
allowances,, reimbursement and remittances pertaining to
the local government unit. Included in its functions is
the preparation of statement of journal vouchers and liquidation
of the same and other adjustments related thereon. It posts
individual disbursements to the subsidiary ledger and index
cards, maintain individual ledger for officials and employees
of the city pertaining to payrolls and deductions, records
and posts in index cards details of purchased furniture,
fixtures, and equipment including disposal thereof, if any.
This office accountant for all issued requests for obligations
and maintains and keeps all records and reports related
thereto.
City Treasurer's Office
The Office of the City Treasurer advises the Mayor, the
Sangguniang Panlungsod, and other local government and national
officials concerned regarding disposition of local Government
funds, and on such other matters relative to public finances.
It takes custody of and exercises proper management of the
funds of the city. It takes charge of the disbursement of
all local government funds and such other funds the custody
of which may be law or other competent authority. It conducts
inspections on private commercial and industrial establishment
within the jurisdiction of the city in relation to the implementation
of tax ordinances, pursuant to the provisions under Book
ll of the LGC. Included its functions is the maintenance
and updating of the tax information system of the local
government unit.
City Assessor's Office
The Office of the City Assessor ensures that all laws
and policies governing the appraisal and assessment of real
properties for taxation purposes are properly executed.
It initiates reviews and recommends changes in policies
and objectives, plans and programs, techniques, procedures
and practices in the valuation and assessment of real properties
for taxation purposes. It is also responsible in the establishment
of a systematic method of real property assessment. It installs
and maintains a real property identification and accounting
system. It prepares install and maintains a system tax mapping,
showing graphically all property subject to assessment and
gathers all data concerning the same. The conduct of frequent
physical surveys to verify and determine whether all real
properties within the city are properly listed in the assessment
rolls is one of its roles. It also exercises the function
of appraisal and assessment primarily for taxation purposes
of real properties in the local government unit. It is bound
to prepare a schedule of the fair market value for the different
classes of real properties, in accordance with Title Two
under Book II of the LGC. It issues, upon request of any
interested party, certified copies of assessment records
of real property and all the records relative to its assessment,
upon payment of service charge or fee to the treasurer.
This office also submits every semester a report of all
assessment, as well as cancellation and modifications of
assessments to the local chief executive and the Sangguniang
Panlungsod.
City Legal Office
The Office of the City Legal represents the local government
unit in all-civil actions and special proceedings wherein
the local government unit or any official thereof, in his
official capacity, is a party. When required by the Mayor
or the Sangguniang Panlungsod, it drafts ordinances, contracts,
bonds, leases, and other instruments, involving any interest
of the local government unit, and provides comments and
recommendations on any instruments already drawn. It renders
opinion in writing or any question of law when requested
to do so by the Mayor or Sangguniang Panlungsod. It investigates
or causes to be investigated any local official or employee
for administrative neglect or misconduct in office, and
recommends appropriate action to the Mayor or Sangguniang
Panlungsod. It also investigates and causes to be investigated
any person, firm, or corporation holding any franchise or
exercising any public privilege for failure to comply with
any term or condition in the grant of such franchise or
privilege. It initiates and prosecutes in the interest of
the local government unit any civil action on any bond,
lease or other contact upon any breach or violation thereof
when directed by the Mayor or Sanggunian. It also recommends
measures to the Sanggunian and advises the Mayor on all
matters to upholding the rule of law. It is in the frontline
of protecting human rights and prosecuting any violation
thereof, particularly those, which occur during and in the
aftermath of man-made or natural disasters or calamities.
City General Services Office
The Office of the City General Services provides technical
assistance and support to the Mayor in carrying out measures
to ensure the delivery of basic services and provision of
adequate facilities, which require general services expertise
and technical support services. It develops plans and strategies
and upon approval thereof by the Mayor, implements the same,
particularly those which have to do with the general services
supportive of the welfare of the inhabitants which the Mayor
is empowered to implement in which the Sanggunian is empowered
to provide for under the Local Government Code. It should
be in the frontline of general services related activities,
such as the possible or imminent destruction or damage to
records, supplies, properties, and structures and the orderly
and sanitary clearing up of waste materials or debris, particularly
during and the aftermath of man-made and natural calamities
and disaster.
City Internal Audit Services Office
The City Internal Audit Services Office shall ensure adherence
to issued policies and regulations by the Civil Service
Commission and other governing agencies related to organizational
administration and operations. It shall conduct spot audit/inventory
of government procurement deliveries, supplies stocking,
human resource and government facilities, equipment and
vehicles.
Frontline Services
City Integrated Health Services Office
The Office of the City Health Officer formulates and implements
policies, plans, programs and projects to promote the health
of the people in the city. It advises the Mayor and the
Sangguniang Panlungsod on matters pertaining to health.
It executes and enforces all laws, ordinance, and regulations
relating to public health. It recommends to the Sangguniang
Panlungsod, through the Local Health Board, the passage
of such ordinance as it may deem necessary for the preservation
of the public health as well as the prosecution of any of
sanitary laws, ordinance or regulations. It directs the
sanitary inspection of all business establishments selling
food items or providing accommodations such as hotels, motels,
lodging houses, pension houses and the like, in accordance
with the Sanitary Code. It also conducts health information
campaign, render health intelligence services, and coordinates
with other government agencies and non-governmental organizations
involved in the promotion and delivery of health services.
It is in the frontline of health services delivery, particularly
during and in the aftermath of man-made and natural disaster
and calamities.
City Social Welfare and Development Office
The Office of the City Social Welfare and Development
Officer identifies the basic needs of the needy, the disadvantage
and the impoverished and develops and implementations appropriate
to alleviate their problems and improve their living conditions.
It provides relief and appropriate crises interventions
for victims of abuse and exploitation and recommends appropriate
measures to deter further abuse and exploitation it assists
the Mayor in implementing the barangay level program for
the total development and protection of children up to six
(6) years of age. It facilitates the implementation of welfare
programs for the disable, elderly and victims of drug addiction,
the rehabilitation of prisoners and parolees, the prevention
of juvenile delinquency and such other activities which
would eliminate or minimize the ill-effects of poverty.
It initiates and supports welfare programs that will enhance
the rule of the youth in nation building. It is responsible
in coordinating with the government agencies and non-governmental
organizations which have for their purpose the promotion
and the protection of all needy, disadvantaged, under privileged
or impoverished group or individuals, particularly those
identified to be vulnerable and high-risk to exploitation,
abuse and neglect. It is in the frontline of service delivery,
particularly those, which have to do with immediate relief
during the assistance in the aftermath of man-made and natural
disaster and natural calamities. Moreover, it recommends
to the Sanggunian and advises the Mayor on all other matters
that relate to social welfare and development services to
improve the livelihood and living conditions of the inhabitants.
City Population Management Office
The Office of the City Population and Management Officer
provides technical assistance and support to the Mayor in
carrying out measures related to the integration of the
population development and the promotion of responsible
parenthood. Its functions include the establishment and
maintenance of an updated data bank for program operations,
development planning and an educational program to ensure
the people's participation in and understanding of population
development. Furthermore, it implements appropriate training
programs responsive to the cultural heritage of the inhabitants.
City Agriculturist's Office
The Office of the Agriculturist ensures that maximum assistance
and access to resources in the production, processing and
marketing of agricultural and aqua-cultural and marine products
are extended to farmers, fishermen and local entrepreneurs.
It conducts or causes to locate specific agricultural researches
and assists in making available the appropriate technology
arising out of and disseminating information on basic researches
on crops, preventive and control of plant diseases and pests,
and other agricultural matters which will maximize productivity.
It also assists the Mayor in the establishment and extension
services of demonstration farms or aquaculture and marine
products. It is responsible in enforcing rules and regulations
relating to agriculture and aquaculture. It coordinates
with government agencies and non-governmental organizations,
which promote agricultural productivity through appropriate
technology compatible with environmental integrity. This
office is in the frontline of delivery of basic agricultural
services, particularly those needed for the survival of
the inhabitants during and in the aftermath of man-made
and natural disasters. Also, it recommends to the Sanggunian
and advises the Mayor on all matters to agriculture and
aquaculture, which will improve the livelihood and living
conditions of the inhabitants.
City Veterinarian's Office
The Office of the City Veterinarian advises the Mayor
on all matters pertaining to the slaughter of animals for
human consumption and the regulation of slaughterhouses.
It regulates the keeping of domestic animals. It takes charge
of the regulation and the inspection of poultry, milk and
dairy products for public consumption. It enforces all laws
and regulations for the prevention of cruelty to animals
and takes the necessary measures to eradicate, prevent or
cure all forms of animal diseases. It is in the frontline
of veterinary-related activities, such as in the outbreak
of highly-contagious and deadly diseases, and in situations
resulting in the depletion of animals for work and human
consumption, particularly those arising from and in the
aftermath of man-made and natural calamities and disasters.
Finally, it recommends to the Sanggunian and advises the
Mayor relating to veterinary services, which will increase
the number and improve the quality of livestock, poultry
and other domestic animals used for work or human consumption.
City Environment and Natural Resources Office
The Office of the City Environment and Natural Resources
Officer establishes, maintains, protects and preserves communal
forest, watersheds, tree parks, mangroves, greenbelts and
similar forest projects and commercial forests, like industrial
tree farms and agro-forestry projects. This office provides
extension services to beneficiaries of forest development
projects and technical, financial and infrastructure assistance.
It manages and maintains seed banks and produces seedling
for forest and tree parks, provides extension services to
beneficiaries of forest development projects and renders
assistance for natural resources-related conservation and
utilization activities consistent with ecological balance.
It also promotes the small-scale mining and utilization
of mineral resources, particularly mining of gold. It coordinates
with governmental organizations in the implementation of
measures to prevent and control land, air and water pollution
with the assistance of the Department of Environment and
Natural Resources. It is in the frontline of the delivery
of services concerning the environment and natural resources,
particularly in the renewal and rehabilitation of the environment
during and in the aftermath of man-made and natural calamities
and disasters. It recommends to the Sanggunian and advises
the Mayor on all matters relative to the protection, conservation,
maximum utilization, application of appropriate technology
and other matters related to the environment and natural
resources.
City Engineer's Office
The Office of the City Engineer initiates, reviews and
recommends changes in policies and objectives, plans and
programs, techniques procedures and practices in infrastructure
development and public works, and other engineering matters.
It administers, coordinates, supervises, and controls the
construction, maintenance, improvement, and repair of roads,
bridges and other engineering and public work projects of
the city. It is responsible in providing engineering services
to the city including investigation and survey, engineering
designs, feasibility studies, and project management.
City Economic Management and Cooperative Development
Office
The Office of the City Economic Management and Cooperative
Development Officer identifies, designs and implements economic
development plans to attract more investments in coherence
with the development thrusts and programs of the city. It
improves and strengthens support services and enhances activities
that promote productivity and expand markets, specifically
research, extension programs and allied services and infrastructures.
It provides market assistance and investment information
to prospective domestic and foreign investors. It adopts
policies and programs that will give the underprivileged
fair access to the benefits from the use of the city's resources.
This office also encourages the participation of the non-governmental
organizations (NGOs) for the promotion and operationalization
of various development programs. It manages monitors and
evaluates livelihood programs and projects, undertaken by
the local government, funded through grants or by other
funding sources. It improves the efficiency and effectiveness
in the delivery of services in cooperation with various
local government offices. It institutionalizes a feedback
mechanism at all points along the decision-making chain.
Also, this office represents the city in trade missions
and/or various conferences, seminars and other allied undertakings
necessary for the acquisition of knowledge for possible
transfer of technology.
City Housing and Land Management Office
The Office of the City Housing and Land Management Officer
implements policies, guidelines, procedures, rules and regulations
and supervises, administers, operates, and manages the housing,
land, and development projects. It enforces laws and ordinances
relative to housing and settlement programs. |
